PROGRAM LEADER - HEALTH (PL-H)
JOB SUMMARY
The purpose of this position is to promote technical excellence in the health sector by being leading in both the development of designs based on lessons learned from CII project evaluation and global best practices, and the assurance of quality of program implementation. The position will be the key point of communication for the management of central GOI relationships within the Health sector.
RESPONSIBILITIES:
· Promote technical excellence in the health sector by leading in the development of program design, based on lessons learned from CII project evaluations and global best practices.
Ø Work closely with the ACD-P to provide leadership to program development in the health sector
Ø Ensure that health strategies throughout the country office are well aligned
· Provide direct management support to defined projects within the Health Program Portfolio
Ø Provide direct management support and oversight to PRIMA BINA and MITRA projects (with the possibility of additional projects being added to the management portfolio)
Ø Supervise project managers directly and support them in all aspects of implementation; including personnel management, workplan development and management, financial/budget management and quality (M&E design and implementation)
· Ensure consistency and coherence in methodological approaches and support quality interventions and sound M&E practices within the Health portfolio (e.g protocols for TFCs/CFCs, COME, etc.)
Ø Oversee quality of project implementation within the CII Health Portfolio
Ø Conduct regular monitoring of project impact
Ø Develop a streamlined modular approach to health programming within CII that facilitates project implementation
Ø In concert with project teams, develop and design manuals that are to be used in training of staff and partners
Ø Ensure that protocols remain well aligned with international best practices and are properly linked with projects/programs working in other sectors
Ø Play an active role in CII's larger M&E systems development and implementation
· Serve as the key CII representative with the GOI and other central level partners with relation to health and nutrition programming
Ø Advocate for appropriate policies with MOH in line with international standards
Ø Facilitate advocacy efforts at district and provincial level MOH, in concert with project teams
Ø Work alongside national, provincial and district MOH staff to design interventions that are in line/ strengthening existing GOI policies
Ø Support project teams with representation and local GOI relationships as needed
Ø Work closely with other INGOs, local NGOs, Universities etc. at the central level to coordinate and ensure that CII's work is well-aligned with our partners, remains strategic and that there is no unnecessary duplication of effort (share best practices)
· At the request of the ACD-P, be involved in emergency assessments and/or response to slow or rapid onset disasters and emergency response programmes (time allocation may change dependent on emergency)
· Perform other duties as assigned.
QUALIFICATIONS:
· Higher level degree, masters in Public Health or associated field; and/or medical degree from a reputed university
· fluent in spoken and written Indonesian and English
· Excellent written English
· Good negotiation skills
· Strong analytical skills and experience with data analysis
· Three years working for international NGO in the field of health and nutrition, or comparable experience in development programming
· Experience working on Infant and Young Child Feeding
· Demonstrated background in program design and success in proposal development
· Experience in data analysis
· Previous experience working for CARE
· Clinical experience, particularly as it relates to Nutrition interventions

AVIAN INFLUENZA PROJECT MANAGER (PM-AI)
The Avian Influenza Capacity Building and Training (ACT) Project is a one year project designed to improve the capacity of local communities and government to prevent AI, detect outbreaks of AI, and positively respond to potential and actual AI outbreaks. The key objectives of the program will be to:
· Increase the sustainable use of Behavior Change Communications messages and methods for AI Prevention at village level;
· Increase community/governmen
· Facilitate (with local government) the creation of community level and sub-district level response plans
RESPONSIBILITIES:
· Set goals, objectives, work plans and manage the implementation ACT interventions consistent with the proposal and GOI AI prevention efforts
· Achieve project outputs, outcomes, goals
· Develop strong partnerships with local communities and governments
· Hire, manage, and mentor ACT Project Staff
· Manage ACT budget and expenditures in accordance with donor regulations
· Organize/facilitate community and government trainings and workshops
· With technical advisors and Tangerang M&E, develop and establish and implement community and project monitoring and evaluation systems
QUALIFICATIONS:
· A minimum S1– particularly in the field of community level poultry Management/Bio Security, Public Health and/or Communicable Desease.
· Knowledge of the technical aspects the spread of AI infections and appropriate responses
· A minimum of 5 years experience in managing participatory community based programs
· Experience managing project budgets and reporting
· Demonstrated ability to work with and lead teams of over 5 staff
· Able to facilitate the development of community groups/committees, particularly urban communities
· Knowledge of community development and experience in implementing group and community development interventions
· Able to relate well and work with local government officials (RT, RW, Kelurahan, Kecamatan, Dinas Pertanakan ,
· Knowledge and practice in community based health information systems
· Strong communication and training skills
· Able to use computers and MS Windows Applications (MS Word, MS Excel, MS Access)
· Able to communicate in English (not required by desirable)
